Order of National Anthems

I am forwarding a question from my sister, Nancy Androphy:

Which national anthem is sung first [in the United States], the Star Spangled 
Banner or Hatikva?  

(Is this a matter of custom or law?)

The question posed is specifically about the United States national anthem, but 
I'd also be interested in the practices in other countries with their national 
anthems.  Also, I wonder what the practice is in Israel if both are sung there. 
 (BTW, has Hatikva been adopted as Israel's national anthem?)
