Cataloguing: Transliterating Hebrew

I believe that we learned here that YIVO has standardized the
transliteration of Yiddish into English.
But is there a standard (e.g., Library of Congress) system for
transliterating Hebrew into English? If so, where can it be found?
Specifically, I'm interested in the transliteration of: Ben-Tziyon,
Benzion (used by Wolf for Witler, I seem to recall)....
If there is no standard transliteration, how would you transliterate
this name?
