Hi all,
    Actually "Tov" is an adjective as well as a noun meaning "Good" and 
when you say Kol Tov, you are saying "All is Good."  "Tuv" is a noun 
only and means "Goodness."  So, when you sign off "Kol Tuv" you are 
saying that you wish a person " All Goodness."  The second is probably 
the type of signatory you mean rather than the first.  It all depends on 
what you want to say in Hebrew.  I, as a Yiddish speaker, have never 
heard of Tuv referred to as a Yiddishism.
