Hi Beth,
    As far as I know Arab members of the Knesset are Israeli citizens 
and as such, Hatikvah is their national anthem as well and they would 
sing it as their national anthem, or not, as they chose, ( I guess) but, 
nevertheless it IS also THEIR national anthem.  There are occasional US 
citizens who choose not to sing America The Beautiful at public 
occasions.  It is their right as well, as it would be in a democracy. I 
think that is what I would say to a student of mine who asked that question.
