He said a listserv dealing with it, not the movement itself.
The preferred language of Big-C Conservative Judaism is Hebrew.
I personally find the that these "say every word twice" type
conversations really distracting, but I can see why in such a
listserv as that it would make sense. One goal of the movement is
to pull people upward from whereever they are, and if they haven't
got the Hebrew down yet, you don't want to keep that from impeding
a persons understanding - without undermining the primacy of
Hebrew.
So rules like that won't work here without formation of a Mavens'
Assembly to produce responsa that we can all then denounce as too
right wing or left wing.
It comes down to your purpose. You want to be understood by as many people
as possible you will provide as many clues as you can and make as few
assumptions about level of knowledge as you can get away with. Usually
this means making sure everything is explained in English.
If you want to be clubby or make a joke understood by those who take it
seriously and do the learning, and don't cry when they don't understand
but take it as a learning opportunity, then don't. That's valid too.
