You might try querying the ROM-SIG group (
http://www.jewishgen.org/romsig/rsdb/dbtowns.html ).
Make sure you use the complete name of the town you're interested in, which
I presume is Targu-Neamt. There are several towns in Romania which begin
with the word "Targu" (older spelling: Tirgu). "Targ" just means a market or
fair in Romania, so the various Targu-[place name] towns are named after the
region in which the particular market-town was located.
Sorry I don't actually know anyone there, but I'd try contacting Bob Cohen
or Christina Crowder of Di Naye Kapelye.
