Yes that is the one and only Oscar Strok, King of the Lativian Tango.  Dmitry 
Goldgaber, who lives on Long Island, has now in his possession the family 
collection of Strok.  I have been to his house and looked through the piles 
of gorgeous music.  He has some recordings as well.
