Not knowledgeable, but some comments: If you can find recordings of 
Ukrainian or Belarusian *troista muzyka*, listen to the drum or 
tambourine on them. They strike both on and off the beats. A tape of 
some Belarusian wedding music played on diatonic accordion and 
tambourine that I have has it mostly on the beat, if I recall.
