I think I just answered my own question.  I went back to the original text 
and it says:  "the dance was followed by the shaddach [now we know its 
csardas] and then the polkovnik and the different people put on the act of 
the cossacks."

The grammar threw me as I thought they were talking about the cossack dance 
as a separate entity from the polkovnik.  Maybe the writer was actually 
describing the polkovnik.

Any other opinions?
