Connect the outputs from your cassette player to the line input of your
sound card. Using audio-recording software (like Cakewalk, Nuendo, and
many others of varying price and features), record the output of said
cassette player. Save. Convert to .wav. Burn to CD (for this, I like Nero).

In Finale or other music-notating software, enter the notes with your mouse
or play them with your MIDI keyboard. Although there is software that
claims to be able to do it, I don't believe you really can turn audio files
into sheet music with any acceptable degree of accuracy, unfortunately.

Not much. A simple MIDI keyboard can be had for cheap.
