In LeeEllen Friedland's article about the freilechs and the sher, she
mentions that improvisation at any time for any reason, during these dances
was completely acceptable. Her article talked about early immigrants to the
US. With all that going on, it would have been challenging to keep to a
particular musical arrangement in place each time the dances were done.

Would I be totally off base and dreaming to think that many involved in the
dance would know or have known the phrasing and realized that since the
beginning hadn't "arrived" yet that a "shining moment" would then be possible??
I for one actually have a great deal of difficulty dancing outside of a phrase
so this would certainly apply to someone like me as I can't even join an
aerobics group because the timing and phrasing is all off. The leader will
switch steps after 5 or 7, then the next is 3, and so on. (Okay, I hear all of
you. You're saying that's not an excuse. Right you are! But a damned good
reason?) I know I'm not the only one out there dancing that wants to go with
the phrasing and so perhaps it is/was possible that shining almost had to
happen if the music wasn't fitting the dance or where they were in the
dance????? I'm not saying, by the way, that it's a waste of time and energy; I
rather like the poetry and drama of shining; a lot can be said during this time
:-)
