Nope. According to Cecil Forsythe (the old _Orchestration_ text), the most 
common tuning was in fourths (just like today) with first space A, third line 
D and fourth space G--the top three strings of today's basses. However he 
does note that "less commonly" the basses were tuned as you suggest in fifths.
