Its a sort of zoning thing. the space has to be licensed as a dance hall. so
if all the particulars aren't met the owner cannot allow dancing or they are
in violation of the cabaret laws and will be fined. at one time a musician
was required to possess a cabaret card, without which they were not allowed
to perform in NYC. when I began to work clubs as a kid in NY and NJ, I was
required to get an ABC card (Alcoholic Beverage Commission). its on old
system  still in place, now used as always to suppress night life, for the
usual reasons. AW
