list policy: enclosures

Hi gang,

In response to a recent posting to this list which contained an enclosure:

Please do not, under =any= circumstances, send enclosures to the list.
For some people, dealing with enclosures is difficult. In other cases,
there are legitimate fears of viruses. 

The way to distribute a document to hundreds of people, an unkown
number of whom may wish to access it, is to post it to a website, and
then send the URL around.
