As it happens, this led me to the answer perfectly.  As it happens, the
Hatarah is Isaiah, but the parshah is correct.  The first three verses
of the Haftarah (which beings Isaiah 40:1) form the entire text of the
Hebrew in the song.  40:1 is the refrain, 40:2 is the first verse, and
40:3 is both half of the second verse and the bridge.

Now:  I'm still wondering if this is anywhere in Tisha B'Av or if that
was just a false lead...
