Any congregation leadership (or Cantor with a discretionary fund) that balks 
at spending 50 cents per member a year to fairly compensate composers, 
arrangers whose music they use (not to mention 'innoculating' themselves 
against copyright violations) should have their heads examined.  If they look 
at the amount they are (or should) be spending on sheet music (which then 
often disappears), it would truly be seen as a bargain.

I would fear that, if we start by trying to tackle the whole problem at once, 
it may fall of its own weight.  Another tack would be to try to convince an 
individual publisher to do this.  Once one does it and is successful, the 
others would likely jump on the bandwagon.
