I don't have my music theory guide with me at present so I will give you an
approximate answer.  An ostinato is a simple, rhythmic, repeating pattern. It
can be spoken, sung, or played on an instrument.  It's a simple building block
that can combine with other patterns to create an interesting musical
landscape.

I took a workshop from Fran Avni at CAJE this past summer and she uses this
idea quite effectively.  It's also an integral part of her "Israel World Beat"
album.

I first got turned on to the concept of ostinato in the work of Carl Orff.  In
Orff work, the young musicians learn to play simple repeating patterns on
xylophones and percussion in order to accompany a song.  It's a very
accessible, satisfying way of making music.  

Sorry this "definition" is so lame,  I'm sure that others could do better, but
this is a start.
