Just so there's no confusion over the subject, when
someone wrote, 

"In more liberal worship services such as many Reform
services, the line is often said aloud in full voice
and sometimes said in a softer voice.  The softer
voice is a way of acknowledging that this is a text we
aren't really supposed to say."

the second line IS supposed to be said, but
"b'lakhash" or in a hushed tone. 

If you want the complete text of the midrash regarding
its recitation (the midrash of Jacob and his sons),
you can find it in Sefer Ahavah (Book of Adoration),
volume 2 of the Mishneh Torah by Maimonides, Chapter
1:4.
