Julia, this is indeed Stephen Richards' R'tzei.  It is available from 
Transcontinental music.  I'm sure it is available as an individual 
piece of sheet music, but in case you already own this on your 
bookshelves: it is for certain to be found in Shirei T'shuvah, the 
compendium of high holy day music published by transcon 3 or 4 years 
ago.  It is a very lovely piece indeed; be warned that the text does 
not match up with many "r'tzei's" to be found in the various Reform 
prayerbooks.  Good luck.
