Lisa, my experience with all-Hebrew songsheets for beginning Hebrew readers
is the same as yours.
For all-Hebrew songsheets at religious school, I select songs which have
limited or repetitive or at least familiar words and we spend most of the
class painstakingly sounding them out and often only having enough time to
work on part of a song or prayer. The time we actually spend learning music
and getting to sing is very limited in those music classes, so I try to
alternate those kinds of music classes with others that include songs in
English and/or transliteration designed to get the kids singing. (However,
I still try to include the actual Hebrew on those songsheets as well because
kids who can read Hebrew shouldn't be forced to go back to reading
transliteration.)
Teaching kids to sing in Hebrew has several goals (including but not limited
to helpng them learn to read Hebrew) so I work on different goals in
different classes.
At the day school, however, I never give any transliteration... unless I'm
teaching how to read music or working with my choir there and want them to
see the sheet music. It's a pleasure that the day school kids read the
Hebrew so easily and can teach me a thing or two. Interestingly, however,
I've found that the day school kids have limited ability to translate the
Hebrew and so I always provide (or at least tell them) the translation.

It seems to me that learning music and learning to read Hebrew are two
entirely separate things (although music will certainly reinforce the
process of learning Hebrew)....
