Party City has some wonderful and colorful tambourines for about $1.50 each.  I 
also like to give the instruments out in a pattern and have the kids pass them. 
 It takes a little while to teach the preschoolers how to pass in the same 
direction.  Arrows taped to the floor work well as a visual.

  Film cases with rice inside make great, not to mention cheap, rhythm shakers. 
I probably have over 100 of these little guys at my school. They work great!
