I agree with you.  I also teach it together.  In other words,  1st week learn 
the etnachta's and sof pasuk phrases...then ask the kids to try to apply it 
to the bracha.  I do this because I find the most difficult thing for these 
kids to do is to apply the trope to actual words.  This way, I'm killing two 
birds with one stone.  I also have a track on my bar/bat mitz CD with this 
bracha.  Like you I teach the middle sof pasuk as an etnachta phrase.  
BTW--Marsha, your trope manual is wonderful, I use parts of it when teaching, 
especially the comprehension sections--I got it from CFJE.
