Regarding certification, you can certify someone's mastery of the knowledge 
 tested-for at that point in time, but you can not determine someone's 
 'talent' (either musical or talent for teaching) by a certification process. 
 And, in a field where there seems to be a widespread shortage of talented 
 people, the basic problem for temples is finding out who is interested and 
 available, let alone talented.>>

Maybe it's the election, I don't know, but I hope we don't end up dividing 
ourselves amongst the "talented" and the "certified."  Certainly I have found 
that everyone has something to offer, a lovely voice, wonderful songs, great 
rapport with children or audiences in general, and let's not forget: 
kavannah! We can all strive to add what we have to offer into the mix, and 
help each other through encouragement.  Just my 10 cents worth!
