It is attributed (correctly, in my opinion) to Minkowsky in various places.
For example, Gorali and Samburski in their Sepher Shirim Umanginot,
Jerusalem, 1953.  (Heskes 1024)  I recall Neil Levin saying that he had seen
a manuscript of the piece with Minkowsky's name on it.
