Many of the Serbs are innocent bystanders, who don't support the government
but can't actively fight it.  They suffer anyway.  It is the nature of war,
I saw it first-hand on Okinawa.  Both the Japanese and American armies had
heavy casualties, but the Okinawan civilians (who were Japanese subjects but
not ethnically Japanese) suffered the largest number.
