"Al Hanisim" from the 1974 (?) Chassidic Song Festival was composed by Dov
Frimer, who at the time lived in the Washington, D.C. area and now lives
in/near Jerusalem.  A public relations firm in Tel Aviv called Solan Ltd.
sponsored the Chassidic Song Festivals, and you might try to contact them to
determine who holds the publishing rights. (I've lost track of their address,
but I assume they're still in business.)
