Traditionally speaking, "Torah" includes the written Torah - the five books
of Moses - and the "oral" Torah - the entire body of Mishna, Gemara,
responsa, etc..  One orthodox viewpoint is that the written Torah can be
likened to Cliff Notes for the discussions between God and Moses.  It is a
little difficult to imagine that they discussed Tisha B'av; but, similarly,
on Chanuka, our blessing thanks God for commanding us to light the lights
of Chanuka, because (despite the resistance of some of the talmudic rabbis)
the rituals of Chanuka are "in the Torah."
