Yes, you need permission from authors/arrangers, and you generally
need to pay royalties.
*Technically* (I have been told), if a song has been previously
recorded for unrestricted distribution (e.g. you learned it off
of someone's album), granting a "mechanical license" (permission)
is automatic. However, you still have to do the paperwork and
pay the royalties. Current statuatory royalty in the US is
8 cents per song per copy for songs under 5 minutes. (Can you
tell I've done this recently? :-) )
Many authors can be found through the Harry Fox Agency, which
even has a handy online form for processing smaller-run recordings
(under 2500 copies). For the rest, you need to hunt them down;
try their publishers if you have such information, or these
days you can probably be fairly successful with Google.
