I once took a guitar lesson in a group of about 50!  Could barely hear 
the teacher, if you weren't in the front row ... eventually many of us 
just left in frustration.

Up to 10 or so is workable, especially if they are all at the same 
level.  More ... depends on how committed the kids are.  Greater 
tendency for side-chatter and focussing problems.

If you have lots of interest, better to start with a smaller group and 
have it go really well, than to have too large a group and have people 
drop out because their needs aren't being met.  You can always start a 
second group on a different day, or later in the term, if the interest 
is there.

Remember that 10-20% of members any group are likely to drop out, so you 
could take a few extras to allow for this, as long as the starting size 
remains comfortable.
