I like the idea of sharing instruments but sometimes I need one for each 
child because there isn't the luxury of time to work out a rotation 
system... for instance, I might want every child to have a shaker during one 
song of a Tot Shabbat service.

My solution has been 1/4 lb. plastic deli containers with covers that are 
nearly impossible for kids to get off.  I purchase them new and empty right 
from the deli counter at the food store.  I fill them with dried rice, peas 
and beans and have used permanent markers to decorate the outside, although 
after many years, some of the decorations have worn off.  On the other hand, 
not one child in all those years has ever successfully removed one of the 
covers, and even if they did, there isn't a safety hazard.  They work as 
shakers, tambourines and mini-drums all in one!
