I have no idea what melody you're talking about, but reading your email 
suddenly jogged my memory.   Back in the early to mid-70's, when my family 
used to buy the annual chassidic song festival LPs, there was a song written 
to that very part of the birchat hachodesh.  and it did have a repetitive 
chaverim kol yisrael section at the end.    I doubt I could get my parents to 
dig thru the old record collection (they're in a different city or I'd do it 
myself - and sneak more than a few of them out with me) but if anyone else on 
this list has it, maybe they could help you... it's definitely do-able in a 
synagogue setting.   who knows... maybe that's the melody   you heard?
