Bashana Haba'ah appears in Hebrew and in English in "Rise Up Singing" 
published by Sing Out .  It doesn't say who wrote the English but it does say 
that Blackwood Music Inc. controls the rights and that the song is in several 
books published by Tara.  The second English verse is printed as: 
(differences in bold).  

Some have dreamed, some have died to make a bright tomorrow
And their vision remains in their heart. 
Now the torch must be passed, with hope and not with sorrow,
And a promise to make a new start.
