This is not entirely accurate.  As you do point out, the English has been
composed so that it has a lyrical flow - this is true - and, indeed, some of
it may become successful prayer settings in the hands of sensitive
composers, but nowhere have I ever heard the notion that EVERY English piece
will or should have music set to it.
