  the story is really rather simple and not different from what you remember.  
The barrel is returned to his home town, opened and he discovers that it is 
water.  He claims that he was tricked by a duplicitous group of Chelmites who 
didn't want him to know their secret.   The Chelmites claimed that there was 
nothing wrong with the wine that they put into the barrel, but that when it was 
removed from its home town it changed into water.

  A moral...the contribution of each person makes a difference.  Fine wine 
becomes just water when you don't put in your best.
