Not having a budget at your Synagogue is a poor excuse for not being prepared 
for the basics.  And, if you have a significant personal library, something 
like a traditional Birkat Kohanim is probably there somewhere.  It just may 
be a matter of knowing where to look.

On the other hand, getting sheet music in a hurry is often either not 
possible or exorbitantly expensive.  For instance, I ordered Spiro's High 
Holy Day Anthology last Spring and didn't get it until a week or two before 
the holidays.  And, they  don't even send a postcard saying "we don't know 
when it will get here" (are you listening?).

Yes, we should spend money (ours AND our institution's) on music.  And our 
personal and temple libraries should be prepared for most things.  But when 
something unusual comes up unexpectedly, borrowing would be better, but 
faxing or photocopying is not a terrible thing to do.  And, you've used it, 
so buy it!  You'll be glad you did next time.
