Try the Z'Man Lashir - Time to Sing Hebrew songbook with teachers' guide from 
ARE with the cassette I recorded for them in '94 to teach Hebrew through 
song- accompanying the Kadima and Z'Man Likro curriculla by Dr. Orna Lenchner 
- one of the best hebrew Reading programs out there. It is from a secular 
perspective. (Two of these songs are now on the new Transcon. Boker Tov- 
Laila Tov compilation)
