[HANASHIR:10067] Change in List Settings

I have once again restored the Hanashir list to "reply-to-list-always"
status. This means that your e-mail software should always default to
replying to the list rather than the individual sender.

At one time, we were having a bad spate of people forgetting to change
the to: address when replying privately, so the list default was
changed. But now we seem to be losing messages meant for the list
accidentally sent just to the poster of the message, and thus losing the
opportunity for information to o be shared. This new setting will fix
that. However, it means we must all be responsible and make sure to not
send messages best sent directly to the poster to the list instead by
mistake.
