The sound card itself converts the analog input signal to digital format
(and the digital stream from the computer to analog output). That's what
sound cards do. "WAV" and "MP3" files are (because they are files) by
definition composed of bits (Binary digITS) and are therefore digital audio.
I use Cakewalk Pro Audio for all my computer-based sound projects, and I'm
happy with it. You can do things like add effects, stretch or compress
time without changing pitch, and more. Because it can do so many other
things, like MIDI, the learning curve can be steep. I have a $100 Yamaha
PCI sound card, but if you're willing to spend quite a bit more, you can
get cards with multitracking (more than 2 tracks) capabilities.
Be prepared to spend a LOT of time with your project no matter what
hardware and software you use!
