The problem with dictionaries is that they're Ben Yehuda's Hebrew - modern, not liturgical. The work I would recommend is the Artscroll Interlinear Siddur, as the translations are pretty literal and tightly coupled with the Hebrew phrasing. It's not an answer book; rather, it's a good resource for one to "figure out" without too much effort what each word or phrase means.
