Susan,

I'm not by any measure an expert on TaNaCh, but Dvora's song is the
Haftarah for the Shirat Hayam, (parashat B'shalach) which we read week
before last on Jan. 22.  Since the Haftarah always has a connection to the
Torah portion, Dvora's song is a natural for Shabbat Shira.  The Book of
Judges tells of the time when "there was no king in Israel", before the
time when the people demanded one; and Dvora was one of those judges.  The
term "judge" is a little misleading, because there was, it seems, a large
element of warrior in those people.
