In my synagogue they are, and at Havurat Shalom, which I belonged to from 
1983-1985 (granted there weren't many babies born-it was a younger crowd 
then) I never heard about any.  My friends at Havurat Shalom who had a baby 
within the last year had a private brit.  Maybe in a smaller, more 
traditional shul, everyone is welcome?  emily
